Project Information

Council has requested a review of its current program and development of an overarching Funding Programs Policy applicable to all areas of Council and its subsidiaries, distributing funding through grants, sponsorships, incentives or strategic partnerships. 

The development of a Funding Programs Policy will ensure a more consistent approach to the management and distribution of funding across Council programs, enabling improved communication, reporting, streamlining, and aligning of approval pathways. 

The draft Policy provides a unifying framework for the provision and management of multiple Funding Programs across the City of Adelaide and its subsidiaries. It informs a collaborative and integrated approach to the development of Operating Guidelines for all City of Adelaide Funding Programs by clarifying the alignment with Council’s strategic priorities and establishing a general eligibility framework for applicants. This is outlined in the draft policy through the following sections:

The purpose of this engagement is:

• Inform key stakeholders of Council’s new draft Funding Programs Policy.

• Seek feedback on the proposed Policy to ensure it is in line with the needs and expectations of the community. 


Background 

Through its funding programs, the City of Adelaide supports a diverse range of initiatives and projects that strengthen the social, cultural, economic and environmental aspects of the city and partners with the community and businesses to realise outcomes aligned with the Council’s Strategic Plan 2024 -28.

This draft Policy has been informed by a workshop held on 7 November 2023 at the City Community Services and Culture Committee and through consultation with all City of Adelaide programs responsible for administering Funding Programs. It is designed to be read with the specific Operating Guidelines for each Funding Program.

The draft Policy incorporates recommendations from the Grants Management Internal Audit Report by KPMG, which was noted by Council’s Audit and Risk Committee on 10 November 2023.

On the 13 February 2024, Council approved public consultation on the draft Funding Programs Policy.

Funding Programs are categorised by their primary priority area outcomes; however, all eligible projects will demonstrate alignment with each of these priority areas.

Your feedback will be considered in finalising the draft Funding Programs Policy.

Consultation findings along with a revised policy will be presented to Council seeking their approval to adopt the policy in June 2024.
