Two Wells Recreation and Sport Precinct

A contemporary Two Wells Recreation and Sport Precinct Master Plan is a significant project to prepare for the growth of the Two Wells and Adelaide Plains population.

The Two Wells Recreation and Sport Precinct (in the area around the Two Wells Oval) presents a range of opportunities for growth in recreation, sport and community uses that will be investigated and engaged on in order to arrive at an agreed master plan.

An agreed master plan will include:

  • physical precinct design
  • how the precinct will be managed
  • a staging and prudential funding strategy to realise the master plan vision.

The process of master planning enables the various clubs and Council to discuss and plan for needed upgrades and undertake detailed design work which will inform future precinct upgrades.

This work enables the clubs and Council to pursue grant opportunities from other spheres of government as well as peak bodies. It also enables Council to take an informed and multiple year approach to the level of funding support needed within Council’s Long Term Financial Plan and Annual Business Plans.

Vision

Delivering a detailed Two Wells Recreation and Sport Precinct Master Plan based on community needs and input.

The goals of master planning include:

  • Envisaging how the precinct can accommodate a wide variety of recreation, sport and community uses and associated commercial uses.
  • Aligning with Two Wells long-term growth.
  • Activating the precinct seven days a week, including evenings.
  • Enabling the existing sporting and community groups, and growing number and diversity of stakeholders and community, to influence the future vision for the precinct.
  • Identify infrastructure constraints to accommodate a wide variety of sport, recreation, community use, and associated commercial uses.
  • Identify an alteration and upgrade program of proposed works with preferred staging.
  • Integrate with the Two Wells Main Street, envisaging future town centre development, and consider movement connections.

A draft Master Plan was endorsed for consultation at the 26 February 2024 Council Meeting.

  • Council is consulting about a detailed Two Wells Recreation and Sport Precinct Master Plan which has been prepared after initial input from existing clubs, peak bodies and community.
  • The vision is for a precinct which offers a wide variety of recreation, sport and community uses, as well as associated commercial uses, for the growing Two Wells and Adelaide Plains community.
  • The draft Master Plan identifies 4 design concepts, precinct management and funding options, and possible staging. This is supported by the initial consultation and background findings.
  • The precinct includes the area of the existing sport and recreation facilities, the land behind the western side, and the creek triangle adjacent to the Two Wells Cemetery.
  • We consulted with Two Wells based stakeholders – including existing clubs – as well as statewide peak sport bodies and our general community in 2023 to inform the draft Master Plan.

Draft Master Plan

A draft Master Plan has been developed for the Two Wells Recreation and Sport Precinct.

Council has care and control of the Two Wells Recreation and Sport Precinct land. Some land is ‘community land’ under the Local Government Act 1999 and some land is Crown Land under our care and control. In its current form, the land comprises 6 existing sporting and community uses.

The draft Master Plan considers future needs, its role in disaster ‘incident’ operations, the existing buildings and water and energy saving initiatives. The full list of considerations is available in the draft Master Plan document.

2023

  • A project brief to develop a master plan is endorsed by Council on 24 April 2023.
  • Tredwell are engaged to deliver a master plan and engage with the community.
  • Investigation and engagement commence in September 2023.
