Tēnei tūranga – About the role

The Senior Design Analyst will provide service design services for potential and new Accord initiatives and in addition will develop policy, guidance, training and other interventions to make our work across the system more impactful.

The Senior Design Analyst has operational policy expertise and will lead (as required) activities to:

  • Investigate the initial feasibility of Accord initiatives and projects by undertaking research, consultation and workshops with key stakeholders.
  • Develop initial and final project scoping documents and plans (including potential measures of success and KPIs) to support the delivery of initiatives or projects.
  • Run workshops with stakeholders representing different roles and perspectives across the construction sector to pressure test possible solutions and involve the industry in a ‘co-design’ process.
  • Support the development of policy, guidance or other knowledge/information tools to support change initiatives/interventions for the sector.
  • Develop guidance to support the sector to implement government policies within their construction projects.
  • Work with the Senior Strategy Advisor – Industry Policy to implement the overall framework of operational policy, guidance and capability development tools to ensure ease-of-use for the sector and the greatest possible impact from our interventions.
  • Support the development of artefacts such as Beacons case studies and other materials/information as necessary across the Accord.

The Senior Design Analyst works in partnership with their manager and their team on their work, often forming part of an ‘agile’ team to deliver specific outputs or projects. They will work closely with the Accord Directors, the Programme Management Team, as well as other stakeholders across the public sector and industry to support the delivery of initiatives and projects for the Accord’s Transformation Plan.

Personal specifications

  • A relevant tertiary qualification (e.g. social sciences, economics, public policy, law) and/or extensive and comparable relevant work experience.
  • Comparable experience in one or more of the following: development of operational policy, operational policy functions, design thinking, systems thinking, service design, project leadership, project management, implementation or advisory work.
  • Knowledge of the workings of the construction industry are advantageous but not essential.
  • Knowledge of public sector requirements and processes, regulatory frameworks and levers and an understanding of the machinery of government would be advantageous.
  • Demonstrated problem identification and solution development skills and an ability to develop robust solutions that are viable for government, technically possible and desirable for users and the community.
  • Demonstrated knowledge of effective service delivery models and principles.
  • Excellent oral and written communication skills: demonstrated competence in effectively communicating complex ideas both orally and in writing to a wide variety of audiences.
  • Demonstrated ability to provide guidance and mentoring to other team members.
  • Demonstrated use of project planning or management processes to lead and manage projects effectively, in line with business needs.
  • Is able to apply an outward-looking approach when building relationships to understand different stakeholders’ perspectives and able to reflect and balance these when giving advice.
  • Excellent self-management skills.
  • Must have the legal right to live and work in New Zealand.
