The Practice Leader contributes to the operations of the Labour Inspectorate team.

The Practice Leader is responsible for ensuring quality and consistency of advice and practices in relation to their area of expertise.

The Practice Leader will be responsible for contributing to the creation of policy around changes to the Holidays Act, Fair Pay Agreements and Duty to Prevent legislation. The Practice Leader will be responsible for operationalising those changes.

  • Corporate Services – Legal, in relation to the delivery of its inspection functions and Communications in relation to media publicity.

Personal specifications

  • Experienced and credible, perceived as a source of advice and guidance.
  • Professional leadership through the use of influencing skills and coaching.
  • Appropriate investigation experience.
  • Excellent communication skills.
  • Experience in the interpretation and application of legislation.
  • Understands the functioning of the New Zealand employment relations system and its underlying principles and relevant employment standards legislation.
  • Knowledge of modern management philosophy, practice, systems and accountabilities.
  • Works in a manner of active collegial collaboration, including positive interaction with a wide variety of people and groups.
  • High energy levels and initiative, possessing a strong results orientation and the ability to plan and work without close supervision.
  • Understands the principles of adult education to support best practice when working to improve the professional capacity of groups and individuals.
  • Writes clear and complete reports with robust analysis, sound conclusions and effective recommendations.
  • Must hold or gain Labour Inspector warrant.
  • Must have the legal right to live and work in New Zealand.

Qualifications

  • Tertiary qualification or comparable relevant experience in investigative or compliance environment.

Responsibilities of this position are expected to change over time as the Ministry responds to changing needs. The incumbent will need the flexibility to adapt and develop as the environment evolves.

Critical areas of success

The Practice Leader will be required to deliver results in the following areas:

  • Provides practice leadership in employment standards to frontline staff.
  • Builds organisational knowledge, information and awareness about workplace practices and employment standards in New Zealand.
  • Contributes professional practice knowledge and advice to the development of service strategies and programmes at a national and regional level to improve workplace practices and lift workplace performance.
  • Contributes to the development and implementation of best practice policies and procedures, including practice frameworks and practice standards, in service delivery.
  • Provides specialist advice to regional managers and senior leaders in the Inspectorate.
  • Actively builds and maintains relationships with other regulatory agencies to influence and improve enforcement practices and lift performance.
  • Actively promote changes to employees’ approach and practice.
  • Develop a continuous improvement culture in enforcement processes to ensure standards are credible and accurate.
  • Delivery of specialist services that actively support and contribute to the achievement of the Ministry’s outcomes and that deliver to the needs of internal and external stakeholders.

Customer focus

  • Work collaboratively with Regional Managers to ensure the successful delivery of the enforcement practice by all inspectors and business support staff.
  • Work as a team with other practice leaders and staff, with respect to work planning and case management in order to ensure optimum prioritisation of work and the most appropriate allocation of skills to particular circumstances.
  • Undertake client assessments and intervention to maintain currency of practice knowledge within the group.
  • Assist with complex cases and difficult situations to ensure that cases are effectively managed at first contact with the Ministry.
  • Advise on application of case law and legislation to ensure that analysis of investigations, reports, and prosecution cases is appropriate and relevant at all times.
