Tēnei tūranga – About the role

The Manager Information and Education is accountable for delivering information and education resources, products and services that support the delivery of regulatory system strategies and roadmaps, and drive impactful change in customer behaviour and their interaction with regulatory systems. This role is responsible for owning and managing relationships with General Managers and their leadership teams across Te Whakatairanga Service Delivery.

The Manager Information and Education is responsible for leading a team who provide functional matter expertise on the development of information and practical advisory services to the Te Whakatairanga Service Delivery (TWSD) teams who work with the regulatory systems.

Personal specifications

  • Significant experience in a leadership role and strong people management skills.
  • A proven track record of experience and achievement in the oversight of the development and implementation of information and education related strategies, initiatives, products and interventions.
  • Experience in fulfilling regulatory system responsibilities around stakeholder engagement and management such as general and targeted public engagement, events, communications and supporting compliance teams to manage their stakeholder groups.
  • Demonstrated ability to think strategically across a range of issues and think laterally about current and future issues, risks and opportunities.
  • Demonstrated ability to easily build professional relationships with General Managers, internal stakeholders and external stakeholders.
  • An ability to develop and lead innovative and effective I&E solutions to complex issues.
  • Able to think strategically and manage time and relationships with others effectively for shared outcomes.
  • Experience in effectively managing medium sized specialist multi-functional teams.
  • An understanding of the importance of maintaining a healthy and dynamic team culture.
  • Ability to engage in clear sighted planning with experience engaging in process improvement activities.
  • Degree level qualification in relevant subject, or similar, is desirable. Practical and demonstrable experience in this area is highly desirable.
  • Must have the legal right to work in New Zealand.

Lead Information and Education

  • Translate the I&E strategy and regulatory system strategies into a roadmap that will deliver on those strategies.
  • Build and maintain strategic, collaborative working relationships with General Managers and their leadership teams, driving outcomes that meet their expectations and requirements.
  • Define, develop and implement processes to measure effectiveness and impact of I&E interventions, products and services on customer behaviour.
  • Lead their team to assist and provide advisory services to Te Whakatairanga Service Delivery branches on how best to manage their relationships and fulfil their regulatory system responsibilities around stakeholder engagement and management.
  • Development and sharing of best practice guidance and support to team and portfolios.
  • Fulfilling regulatory system responsibilities around stakeholder engagement and management such as general and targeted public engagement, events, communications and supporting compliance teams to manage their stakeholder groups.
  • Reaching other government agencies and consumer/public support and advisory agencies like CAB, NGOs, budget advice etc. to leverage their reach for communication and engagement activities required by MBIE.

General management

  • Develops strategies, work programmes and performance targets, with supporting measurement, monitoring and reporting mechanisms for their portfolios.
  • Monitors and adjusts work programmes through the agreed processes to enable adaptation to changing circumstances.
  • Regularly monitors and reports on progress towards achievement of plans and strategies.
  • Manages expenditure and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness.
  • Effectively and consistently identifies and manages risk within their portfolio and broader I&E.

Team leadership

  • Establishes clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs.
  • Monitors individual, team and business unit performance to ensure that performance targets are met.
  • Anticipates future capability needs across the I&E team and Branch, identifies gaps in capability and addresses these gaps through targeted recruitment and development or other actions.
  • Coaches, mentors and develops staff to meet the needs of the organisation now and in the future.
  • Identifies and develops talent for key roles within their portfolio and wider branch.

Relationship management

  • Participates as an active team member and contributes knowledge and expertise needed to achieve desired outcomes.
  • Develops a trusting and effective relationship across the I&E functions within their portfolio and wider TWSD where required.
  • Develops effective working relationships with other managers and employees across I&E functions, the wider branch and externally in order to transfer knowledge and learning to the wider organisation.
  • Builds strategic alliances with key government and non-government representatives to ensure MBIE’s views are influential in their decision-making.
  • Builds and maintains effective relationships and partnerships with national and international organisations to identify and share best practice information and to promote the Ministry.
  • Tests the effectiveness of stakeholder relationships using a range of appropriate measures and processes (including stakeholder feedback).

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
