Program Function: The NSW Government has committed up to $25 million to the Female Friendly Community Sport Facilities and Lighting Upgrades Grant Program (the Program). The Program investment will revive sport facilities by providing new and redeveloping existing sport facility bathrooms and change rooms. Funding will also support the provision of new and upgraded lighting that will enable more women and girls to train and compete in sport in a safe and inclusive environment. The Program will support quality projects that meet community need demonstrated by consultation with women and girls to deliver a quality facility that makes women and girls feel safe, welcome and included. Quality infrastructure is not only reflected in the physical form, but how it is designed, integrated with its environment, maintained and through the ongoing sport activities it supports. The Program will support the delivery of sport facility projects that can directly support sport participation across all levels by providing programs for women and girls across New South Wales. The NSW Government is supporting local communities to provide sport infrastructure that is universally designed and moves beyond compliant and provides dignified inclusion and accessibility for all.

Program Term: Applications opened on 19 October 2022 and closed on 23 November 2022 and grants were announced in February 2023. Projects are expected to commence by 30 June 2023 and be completed by 30 June 2025.

Applicants: A total of 136 applications were submitted for consideration, 94 of which were successful. The total amount awarded through the Female Friendly Community Sport Facilities and Lighting Upgrades Grant Program 2022/23 is $24,969,580.53 with a total value including co-contributions of $41,996,900.00.

Probity: The Office of Sport engages an independent probity advisor to oversee its grant programs. The role of the probity advisor is to ensure program administration satisfies probity principles of impartiality, fairness, accountability, confidentiality and achieves policy objectives. In doing this the probity advisor:

  • Reviews and provides feedback on key program documents
  • Provides clarifications to queries when required
  • Recommends management action for conflicts of interest and any other probity issues that arise
  • Attends assessment meetings to ensure, amongst other things, that assessment criteria are applied diligently, and the assessment is based on information provided by applicants.

With respect to this particular grant program, the probity advisor confirms the process was open and fair and there are no outstanding probity issues.

Source Agency: The NSW Office of Sport administered the Program on behalf of the NSW Government. Final decisions on the award of funding were made by the Minister for Sport.

Camden Rugby Club Inc Camden Council Hayter Reserve Field Lighting Upgrade. Hayter Reserve, 76 Wire Ln, Camden South, NSW 2570 This project will see the installation of 12 new lighting poles (4 per field), and luminaries sufficient to meet the Australian Sports Lighting Standards, along with underground cabling and supporting infrastructure at Hayter Reserve.

The new lighting will increase the amenity of the reserve for all evening sporting participants, providing a safer environment for all users, and increasing training capacity.

The project utilises two (2) existing poles and proposes replacement of old inefficient and unreliable halogen lighting with three (3) LED lights per pole.

The project will also enlarge the very small referees room and provide separate and secure toilet, shower and change area for the referees that will be gender equitable.

The change rooms will also be upgrades to make them female friendly with increased privacy.

Helensburgh Netball Club Wollongong City Council Helensburgh Netball Club Lighting and Amenities Upgrade Rex Jackson Park, Robertson St, Helensburgh, NSW 2508 Helensburgh Netball Club aims to upgrade their sports lighting facility to a more sustainable, energy efficient lighting solution to be able to continue to provide a usable community facility. The current lighting facility has aged to the point that replacement globes are no longer available, which puts our current local night netball competition and the ability to train in jeopardy of being able to continue. $51,112.00

Mid-Western Regional Council Mid-western Regional Council Rylstone Showground Arena Lighting Upgrade Rylstone Showground, Cudgegong St, Rylstone, NSW 2849 The project will upgrade the Rylstone Showground arena (sportsground) through construction of new lighting towers following removal of the existing aged and faulty lighting facility. Moruya Golf Club Eurobodalla Shire Council Refurbishment of Female Friendly Change Rooms and Toilets Moruya Golf Club, 28A Evans St, Moruya, NSW 2537 The refurbishment of the downstairs members areas to allow for the construction of new female friendly  showers, change rooms and disabled toilets. This will include wider cubicles, toilet pans, new showers/taps and new tiling. The project will also refurbish the male showers, change rooms and toilets. The refurbishment of the Club House toilets including upgrading the disabled toilets upstairs. This will include easy access doors, new tiling, new toilets, new basin and tapware. $331,360.00

The upgrade would allow the club to host female competitions, gala days, clinics and trials throughout the year. $122,293.00
Nelson Bay Netball Association Port Stephens Council Nelson Bay Netball Courts Lighting Upgrade Tomaree Sporting Complex, 20 Aquatic Close, Nelson Bay, NSW 2317 Upgrade of the netball court lighting to meet council and safety requirements. This upgrade will meet the needs of the community by enabling the use of all courts for training and the twilight and winter netball competitions. $167,163.00
New Lambton Football Club Newcastle City Council NLFC Juniors Novocastrian Park Existing Change Rooms Upgrade Project Novocastrian Park, 24 Orchardtown Rd, New Lambton, NSW 2305 This project involves the upgrade of the existing change rooms to be fit-for-purpose meet gender-neutral and disability standards. The Referee's change room's are also to be upgraded. $242,300.00
Northern Beaches Council Northern Beaches Council Frank Gray Oval amenities upgrade Frank Gray Oval (John Fisher Park), 1 Abbott Rd, North Curl Curl, NSW 2099 This project will reconfigure the clubhouse at Frank Gray Oval, provide upgraded change rooms to address both gender equality and serious safety concerns, as well as a construct a new dedicated change facility with shower and lockers for referees & officials. The canteen will be refitted providing additional storage capacity and improved function, and the addition of secure storage rooms for four sporting codes increases capacity and amenity for all players, officials and volunteers. The provision of public amenities including two ambulant, two unisex and one accessible toilets complete the upgrade providing a functional, accessible and necessary public asset. $500,000.00

*Northern Suburbs Football Association Ku-ring-gai Council North Turramurra Recreation Area (NTRA) Amenities Development North Turramurra Recreation Reserve, 361 Bobbin Head Rd, North Turramurra, NSW 2074 The Northern Suburbs Football Association (NSFA) intend to develop a new amenities, undercover-seating & community facility at North Turramurra Recreation Area in Ku-ring-gai to support local community, performance, and inclusive participation in sport in partnership with local community and sport groups.

The innovative and aspirational new facility is universally designed to provide greater inclusivity, safety and increase the capacity of the sporting complex for the whole community. Five new changerooms, accessibility inclusions, multi-purpose spaces and‍ all-weather seating will cater for an increase in participation and connectivity of the community.

*Northern Sydney and Beaches Hockey Association Northern Beaches Council Narrabeen Sports Academy Hockey Facility Lighting Upgrade Sydney Academy of Sport and Recreation (Narrabeen Sports Academy), Wakehurst Pkwy, Ingleside, NSW 2101 The proposal is to upgrade the existing underutilised former cricket training facility at the Academy by installing contemporary energy efficient LED lighting to enable year-round use for both summer and winter users.
