Every five years, SA Power Networks undergoes a regulatory reset process, submitting a Regulatory Proposal to the Australian Energy Regulator (AER), detailing our proposed business operations and service delivery.

Following on from our Broad and Diverse engagement workshops and Focussed Conversations, the People’s Panel is the culmination of our engagement process.

What is the People's Panel?

The Panel comprised of 51 everyday South Australians, representing our community and additional business representatives helping guide the investments and services delivered by SA Power Networks for its 2025-2030 Regulatory Proposal.

The selection for the People’s Panel was facilitated independently by democracyCo, resulting in the recruitment of a demographically diverse group through a process of random selection and stratification.

The Panel were taken through a 5-stage deliberative process and considered the following questions –

  • There are choices about the level of service that SA Power Networks offers, however, all services come at a cost. Looking forward to 2025-2030, we want to understand what customers consider is the best balance of service and price?
  • Regulation requires SA Power Networks to consider export tariffs that reflect the cost of providing the service. How can the transition be phased in to maximise fairness and equity for all?

SA Power Networks’ Commitment to the Panel

SA Power Networks committed to:

  • Publishing the Panel’s report unchanged and in full, publicly with SA Power Networks’ response.
  • Taking the Panel’s report unchanged and in full to the SA Power Networks Board and the Australian Energy Regulator.
  • Reflecting the approach recommended by the Panel for transitioning to export tariffs in SA Power Networks’ Regulatory Proposal to the AER.

    We kicked off the first weekend of our People’s Panel, bringing together 51 diverse South Australians from across the State to advise us on the appropriate balance of price and service for our 2025-30 Regulatory Proposal.

    The Panel was run independently by democracyCo, ensuring robust engagement throughout the first weekend and helping the panel members build their understanding of the industry and providing them an overview of the tasks lying ahead for the Panel.
