Suppliers and Procurement

The VBA acts in accordance with the requirements of the Victorian Government Purchasing Board’s (VGPB) policies and guidelines, for procurement and contracts. See policies suppliers need to know about.

The VBA follows the following four procurement principles:

  • Value for money
  • Accountability
  • Scalability
  • Probity.

The VBA is committed to ethical, sustainable, and socially responsible procurement. We require our suppliers to maintain the same values as the Government, and comply with the  Victorian Government Supplier Code of Conduct.

Procurement activity plan

For the VBA's planned procurement activity for the next 12-18 months, see the VBA's Procurement Activity Plan (PAP) 2023-24 (PDF, 133.25 KB).

Note: All VBA planned procurement projects are subject to revision or cancellation. The information in the Procurement Activity Plan is provided for planning purposes only. The plan does not represent a solicitation or constitute a request for proposal, nor is it a commitment by the VBA to purchase the described goods or services.

Terms and conditions

View the Purchase Order Terms and Conditions (PDF, 167.69 KB) applicable to the Supply of Goods and/or Services pursuant to purchase orders issued to VBA suppliers.

The VBA will also utilise other contracts for the Supply of Goods and Services based on the scope and value of the agreements.

Tenders

VBA requests for tenders and expressions of interest for contracts are available from the Buying for Victoria website. In addition, the VBA will also use other various Victorian Government platforms, such as Vendor Panel and Digital Marketplace. Suppliers interested in participating in any of the public procurement activities should visit the Victorian Government Tenders System and register as a user to set up email notifications for tender opportunities.

Social Procurement

Victoria's Social Procurement Framework (SPF) is focused on generating social value above and beyond the value of the goods, services, or construction being procured by maximising social, economic, and environmental benefits for all Victorians and opportunities for Victorian jobs. The SPF puts social and sustainable outcomes at the centre of government procurement.

VBA Gender Equality Action Plan

Our inaugural Gender Equality Action Plan 2022-2025 (PDF, 1872.69 KB) (the Plan) sets out goals and actions that will help deliver on priority areas.

Complaints

The VBA follows transparent and accountable practices when purchasing goods and services from suppliers. This ensures procurement processes work effectively and fairly for all parties. In the event a supplier believes they have reasonable grounds to file a formal complaint in relation to a VBA procurement activity they should lodge a formal complaint through IntegrityVBA@stopline.com.au.
